One Nation, One Subscription: India’s centralised library

It will be a one-stop online library offering academic institutions centralised access to global research publications.

The Union Cabinet passed a bill last week charting the way to introduce ‘One Nation, One Subscription’ (ONOS) – a JSTOR-like online library. JSTOR is an American digital library of academic resources, including books and journals. This step will streamline the availability of educational resources for students and professors in public sector institutions.


The Information and Library Network (INFLIBNET), the University Grants Commission’s (UGC) autonomous inter-university centre, will manage and coordinate national subscriptions. It will offer access to around 13,000 e-journals from 30 major global publishers. ₹6,000 crore have been allocated for this scheme for the next three calendar years, 2025-27.


The Department of Higher Education will launch a centralised portal offering access to the digital library.


The scheme aims to reach 1.8 crore students, professors, and researchers of over 6,300 higher education institutions and R&D institutions under the central and state governments across India.
